Tom Horan

Auctor recognizes the value of deep experience in technical and business areas, and Tom’s a great example: he brings more than 30 years of deep experience with state government agencies, from entry level child support worker to Deputy Director of the Office of Child Support Services in Connecticut, (including experience in the Judicial Branch Support Enforcement Services (SES).)
Tom has also served in various capacities in the National Child Support Enforcement Association (NCSEA), as well as the Eastern Regional Interstate Child Support Association (ERICSA), where he’s built connections in many areas of the child support community. He is also past president of ERICSA and is now on the Honorary Board of Directors.
Auctor knows that Tom’s “from the ground up” knowledge of child support adds great value: system changes and innovations can affect all levels of an agency. And Tom particularly enjoys interfacing with the clients, as it ensures that Auctor is providing the best services possible for client staff at all levels. Listening to clients is critical, he says: “Nuances in conversations sometimes lead to new ideas.”
Over the years, Tom has worked with many vendors with different approaches. “Many competitors want to win big projects, do the work, and leave. Auctor wants to maintain a relationship with our clients and continue to support them.” He appreciates Auctor’s “partnering” approach, and, he says, “Having a collegial relationship with our clients is the highest priority.”
Tom holds a Bachelor of Science in Social Work from Southern Connecticut State University (SCSU); he’s also completed Master’s level work in Leadership and Organizational Management at the University of Hartford in Connecticut.
